The ICLRQ Online Customer Portal is a service provided by the Incorporated Council of Law Reporting for the State of Queensland which provides for:
The object of the ICLRQ Customer Online Portal is to provide an online portal to facilitate dealings with ICLRQ customers in the modernisation of the service provided by the ICLRQ to the legal profession and the community.
The Incorporated Council of Law Reporting for the State of Queensland (ICLRQ) is a charitable institution which was founded in 1907. Under its constitution, the principal object of the ICLRQ is “the preparation and publication in a convenient form, at a moderate price, and under gratuitous professional superintendence and control, of Reports of Judicial Decisions of the Supreme Court in the State of Queensland”.
In pursuit of this object, the ICLRQ publishes a set of authorised reports of the key decisions of the Supreme Court of Queensland (the Queensland Reports), a weekly supplement to these Reports (the Queensland Law Reporter) and the Queensland Judgments website www.queenslandjudgments.com.au which provides to the legal profession and the public, free of charge: a complete set of the Queensland Reports and all earlier Queensland reported judgments (from 1859); a complete set of recent unreported from all Queensland Courts and Tribunals; an appeals database; and a new UCPR online service.
The ICLRQ is not a commercial publisher, nor does it act for profit motives. Under its constitution, all surplus funds from the ICLRQ’s operations are used to benefit the Supreme Court Library Queensland.
The origin of the ICLRQ can be traced to 1901, when the Supreme Court Library, under the leadership of Sir Samuel Griffith established the first Council of Law Reporting in Queensland. This Council was based on the English model (which had also begun as an unincorporated Council) and began to publish the first contemporaneous set of authorised reports of the Supreme Court in 1902 – the State Reports of Queensland.
The members of the Council serve on a voluntary basis. The Council is constituted by three practising barristers and three practising solicitors (who are appointed annually by the Judges of the Supreme Court) and three ex officio members (the Attorney-General of Queensland, the Solicitor-General of Queensland and the Registrar of the Supreme Court). The Editors, Sub-Editors and Reporters are all practising members of the Queensland Bar.
After a period of consolidation, the Council of Law Reporting was then restructured to its final corporate form. On 7 November 1907, the Incorporated Council of Law Reporting for the State of Queensland was formed as a company limited by guarantee. It then continued to publish the State Reports of Queensland, the Queensland Weekly Notes and the newly established Queensland Law Reporter from 1908.

The Queensland Law Reporter (QLR) has been published since 1908 as a weekly supplement to the Queensland Reports.
It is published every Friday, in electronic format, save for a period during the court vacation (from late December to early January).
The QLR is intended to serve two main purposes:
Previously, the QLR had published the headnotes of reports which were about to be published in the Queensland Reports, but it was published in print format only. This ceased at the end of 2012. The QLR was significantly modernised under the editorship of Roger Derrington QC (now Derrington J of the Federal Court) in 2013.
A weekly online version of the Queensland Law Reporter commenced on 11 January 2013. Not only did this produce copies of the headnotes of the cases being reported but it also provided notes of cases considered noteworthy but not being reported and other information in addition to formal notices, including book reviews, judicial speeches, news of upcoming events and other material of interest to the legal profession. The QLR is a publication approved under r 599(2) of the Uniform Civil Procedure Rules 1999 and Supreme Court Practice Direction 14 of 2017 for the publication of notices of intention to apply for a grant of probate or letters of administration, as well as notices of missing wills, and occasionally, notices of intention to distribute the assets of an estate.
It is also a publication approved under Supreme Court Practice Direction 7 of 2004 for the publication of notices of intention to apply for admission to the legal profession in satisfying the requirements under r 12 of the Supreme Court (Admission) Rules 2004.
Notices published in the QLR from 1 January 2012 onwards are accessible through the Public Notice Database, which is updated every Friday after 5:00 pm.

Advertising requests for the publication of a notice of intention to apply for a grant of probate, a notice of intention to apply for a grant of letters of administration, a notice of intention to apply for admission to the legal profession or other notices in the Public Notices section of the Queensland Law Reporter are lodged through the ICLRQ Online Customer Portal.
From the main dashboard of the ICLRQ Online Customer Portal, you can lodge your advertising request (once you have logged in) by clicking on Prepare a New Notice.
There are two ways to prepare a notice for advertising in the QLR:
1. The Auto-Generating Form lets you fill in the auto-generating form wizard, i.e. entering your lodgment details in the pre-filled Form 103 (Notice of Intention to Apply for Grant) or Form 9 (Notice of Intention to Apply for Admission to the Legal Profession).
2. Alternatively, in Freeform Mode, you can submit your own or preferred wording or text.

The forms provided through the ICLRQ Online Customer Portal should be used as a guide only, and they do not cover all the various situations that can arise when applying for a grant of probate or when applying for admission to the legal profession. The ICLRQ does not provide proofs of the advertisements prior to publication, or copies of the notices or of the QLR. The content of your Notice will be published in the QLR exactly as what is submitted through the ICLRQ Online Customer Portal.
You can, however, save your notice as a draft so that you can either submit the notice and pay the advertising fee later, or continue editing or drafting your notice at a later time. Or, you can amend, edit or make a correction to the content of the notice after you have paid for and submitted your notice, before the changes deadline, through the ICLRQ Online Customer Portal.

The Public Notice Database contains a record of notices of intention to apply for grant of probate or letters of administration, in relation to deceased estates lodged in the Supreme Court of Queensland, published in the Queensland Law Reporter since 1 January 2012.
Since the launch of the new Queensland Reports website, the Database has been expanded to include notices of intention to apply for admission to the legal profession, as well as notices in the miscellaneous or “other” category: notice of missing will or notice of intended distribution of an estate.
For notices published prior to 1 January 2012, the Supreme Court Library Queensland has physical copies of the Queensland Law Reporter dating back to 1908, which can be accessed by members of the public any time between 8:30 am to 4:30 pm on Mondays to Fridays.

From 2018, the ICLRQ is no longer producing Loose Leaf Parts of the Queensland Reports. Each new edition of the Queensland Reports will instead be released as a monthly digital publication, which can be accessed free of charge through the Queensland Judgments website (first-time users are required to register with a valid email address in order to access Queensland Judgments content).

After logging in to the ICLRQ Online Customer Portal, on the main dashboard, click on Manage Account at the top right-hand corner of the page to edit your contact information or change your login details.
After logging in to the ICLRQ Online Customer Portal, on the main dashboard, click on Manage Notices to view notices you have either saved as drafts or submitted for publication.
The notices you have submitted through the ICLRQ Online Customer Portal can be viewed by publication status (draft, pending publication, published or cancelled) or by payment status (paid or unpaid).
You can also use the advanced search filters to view notices according to the type of notice, payment method used in paying the advertising fee and date range of when the notice was submitted through the ICLRQ Online Customer Portal.
Clicking on the notice number of a particular notice brings up the details of the advertising request lodged, the invoice for the notice submitted (including a link to email or download a copy of the invoice), and, where the notice is pending publication, a preview of the text of notice to be published in the QLR.
After logging in to the ICLRQ Online Customer Portal, on the main dashboard, click on either Subscriptions or Manage Subscriptions to view your active subscriptions.
Clicking on the subscription number brings up the details of the subscription such as the invoice (including a link to email or download a copy of the invoice), billing information, delivery address and the delivery status of each volume released during the period of your subscription. On the Subscription Details page, you can also edit your delivery address or cancel your subscription (which will take effect from the next billing cycle).
Under Subscription Deliveries, you can view in more detail the delivery status of each volume released during the period of your subscription, including delivery notifications and the date of dispatch.
Previous and current printed editions of the Queensland Reports, as well as individual volumes to fill gaps in existing sets, can be purchased (without an annual subscription) through the ICLRQ Online Customer Portal by submitting a purchase request.

On the Manage Notices page, you can view and download a copy of your Activity Statement, which includes the details of advertising requests lodged or notices submitted through your ICLRQ online customer account that have been fully paid.
On the Manage Notices page, you can view and download a copy of a Statement of Outstanding Invoices, which includes the details of advertising requests lodged or notices submitted through ICLRQ online customer account that are unpaid or pending payment.
Advertising requests for the publication of a notice of intention to apply for a grant of probate, a notice of intention to apply for a grant of letters of administration, a notice of intention to apply for admission to the legal profession or other notices in the Public Notices section of the Queensland Law Reporter are lodged through the ICLRQ Online Customer Portal.
